1- Introduction

After the glorious January 25 revolution

Believing in the people’s right to establish their parties on the basis of party pluralism and in the shadow of real democracy – adhering to their right contained in international human rights agreements and the Constitutional Declaration of the Arab Republic of Egypt .. and in order to be organized in a civilized and practical manner within the new Egyptian Ghad Al-Thawrah Party – the party set its internal system and its financial regulations to be a constitution that abides by their guidance and provisions, whether in the organizational structure or in the exercise of its activity and the fulfillment of its mission.

In order to ensure the party’s success, it has become necessary and necessary to adhere to all that was mentioned in this bylaw and its financial regulations, and to work to consolidate and stabilize it among members of the party, so that its rules govern the existing relationships between members and organizations at all levels .. and in this first guarantee to achieve the party’s mission and achieve its goals.

From this point of view, every member must take an oath to respect this system and its financial regulations and act accordingly, and any deficiency in the statement of the internal system and the financial regulation should be completed with the general rules of the Egyptian legislations .. This is considered a complement to the internal system and the financial regulations of the new Egyptian Ghad Party.

Chapter 1

• Party membership

Article (1) It is stipulated that whoever accepts a working party member:

1- He must be an Egyptian by birth, and if he is an Egyptian by naturalization, at least five years must have passed since his naturalization. The party accepts membership of an Egyptian who holds another nationality in accordance with the provisions of the Nationality Law, and the party grants honorary memberships to Egyptian and Arab public figures.

2- His/Her age is not less than sixteen years of the Gregorian calendar.

3 -The organizing committee approves his/her application for joining the party based on the recommendation of the general committee of the party in the relevant governorate, and the decision of the organizing committee to accept the request is not considered enforceable except after its approval by the party leaderor whoever delegates it, and whoever rejects his request has a written grievance to the supreme body of the party. Its decisions are considered final and a grievance may be submitted to the committee of the wise men of the party, and the names of the party members are recorded in a special register kept at the party’s headquarters, and the names of the party members in each governorate are recorded in a special register kept at the headquarters of the party’s general committee in the governorate. Party members are all equal in rights and duties, taking into account what is stipulated in this system.

Article (2) The member pays to the party’s fund trust account upon acceptance of his membership a fee of five pounds, in addition to an annual subscription of sixty pounds, and the annual subscription is reduced by half for young members up to thirty years old, and this subscription may be paid in one payment or more. According to the rules of the general secretariat of the party in this regard, and the higher body may amend the amount of the fee and the annual subscription, by increase or decrease according to the circumstances.

Article (3) The head of the party or its leader may exempt completely or partially from the annual subscription in cases of necessity and after the approval of the Presidential Council.

Article (4) The trustees of the fund in the governorates shall assign the member who fails to pay his annual subscription to pay it within thirty days, and if this deadline expires and the member does not pay the subscription, he is presented to the organizing committee upon the request of the competent treasurer to consider suspending his partisan activity and treating him in accordance with the provisions of the following article.

Article (5) A member shall abide by the principles, policies, regulations, and decisions of the party and the provisions of this bylaw, and whoever among the members violates this or behaves in a manner inconsistent with honor, dignity and reputation, he shall submit his matter to the organizing committee to confront him with what is assigned to him, and that is at the request of the party leader or leader Or the Secretary General, and the Organizing Committee, after investigating his defense and hearing his statements or refraining from attending without an acceptable excuse, decides what it deems to be alert, blame, warning or dismissal, and if the dismissal decision is to be presented to the party’s executive office, and it will not be implemented until it is approved by The party leader, as for the members of the supreme commission, members of the Presidency Council, and members of the parliamentary committee of the party, they are only asked before the supreme body itself, and the party leader or leader in all cases may suspend the member from practicing his activity until a decision is made on his matter, provided that the period of suspension does not exceed ninety days during which his statements are heard To fulfill his defense, and in all cases, the member may appeal the decision before the Wise Committee, which issues the decision within three months following its first meeting after submitting the appeal.

Article (6) It is not permissible for a member to speak to the press, in the media, or in public meetings in the name of the party except upon the authorization of the party’s leader, leader, or general secretary. Otherwise, the conversation shall be considered expressing the member’s personal opinion, and he must alert his speakers or listeners to that. Taking into account what came in the first paragraph of Article 5 above.

Article (7) The member has the right to resign from the party at any time, provided that he notifies this in writing to the general secretariat of the party, and the resignation is deemed acceptable resulting from the date of the member’s notification

In writing, agreeing to accept it from the Secretary-General after the approval of the party leader or leader, the member’s announcement of his desire to freeze his activity in the party is considered a resignation ruling even if this announcement was made in a media outlet and the member did not deny him during the legal response period stipulated in the Press Authority Law. The period of response or retraction is only three days in the event that the party runs for the general elections.

Article (8) In no case may a member recourse to the sums he has paid to the party, even in the event of dismissal, resignation, or suspension of its activity.
